I never understood that game. I'd play it for like 2 seconds before I'd get totally bored.

Fotunately, the typical game doesn't last more than that. ;P

I've really only ever seen it used either by little kids who are trying to decide who will be first to do something incredibly stupid or by White Wolf larpers.

It wasn't Morning Edition I heard this on, after all, it was "All Things Considered" and the other day, they read a letter from someone in response to the story. The write said that she had spent time in Japan teaching English, and "Rock, Paper, Scissors" was used by most everyone, spontaneously, to solve disputes. She recounted regularly seeing strangers determine who would get a cab this way, and it being used in other examples that I can't recall. Cool, huh?
