Things like mascarpone cheese, which are manufactured from a majority cream base, I would find acceptable. Cream cheese (think Philly), on the other hand, seems to be cream based but is made from milk (with the cream in solution) and would get a serious penalty.

Dishes should have an obvious cream component - for an ingredient that is not pure cream to count as your cream component it should have a majority cream base. Creme fraiche = cream. Creme anglaise = not cream.
