The National Graduate School is now offering a certificate program in Homeland Security. From the website:

The curriculum is comprised of four courses designed to integrate a common knowledgebase in Homeland Security with the practical tools to develop, implement and improve Homeland Security on an organizational level. Studies culminate in a student devised strategic, operational or tactical Homeland Security plan, for implementation in the public or private sector.

Well, no, assuming that the US stages a lightning invasion and then sets up a puppet government that fishermen and bar-owners can reluctantly thwart.
